Government 101. (IMO)

Consider this: There are 5 people on a government board getting ready to pass an assessment that will raise the property taxes of 20,000. One of them is up for re-election. He knows if he votes against the assessment it will still pass 4 - 1. So he is safe to vote against it and return to his constituents preaching how he stood up against the rest.
